A pilot system to support green urban renewal

The pilot monitoring and evaluation system developed for Bogota City Council, as part of the Green Urban Renewal Strategy, ERUV, and financed by the Inter-American Development Bank, aims to support the ERUV monitoring board, in which several public institutions take part. Its purpose is to provide a practical tool for tracking projects, assessing progress and supporting decision-making across the strategy.

The system includes an online GIS viewer developed with MCRIT technology and linked to geographic databases managed in QGIS. It allows users to geolocate ERUV projects and consult relevant cartographic layers for their monitoring and evaluation. In this way, the platform brings together spatial information and project management in a single user-friendly environment.

Indicators for project monitoring and assessment

The system calculates indicators in a simple way through an MS Excel database that includes all ERUV projects identified and proposed on the basis of the territorial structures defined in the Land Use Plan. For each project, the system defines five types of indicators. These cover project status, technical, financial and legal viability, ex-ante and ex-post output indicators related to the resources required by each project, outcome or impact indicators measured ex-ante, at itinere and ex-post, and public interest indicators based on the relationship between outputs and outcomes.

This structure makes it possible to assess projects from different perspectives while keeping the methodology clear and manageable. It also helps public institutions compare projects, identify implementation challenges and monitor progress over time.

A user-friendly and consistent tool

The system features a user-friendly interface and a design inspired by the criteria of Bogota’s Environmental Department. It is also consistent with the indicators used by the environmental observatory. This alignment helps integrate the tool into existing institutional frameworks and strengthens its usefulness as a support system for the implementation of the ERUV.
