The study aimed to provide guidance for Latin American countries on successfully implementing Public-Private Partnerships (PPPs) for infrastructure and public service projects. Focusing on Peru as a key case study, the challenge was to identify the key factors affecting the development of PPPs in Latin America, including barriers to investment, risk management, and financial viability. The study aimed to offer actionable recommendations on how to create a conducive environment for PPPs, based on lessons learned from Peru’s experiences, and provide a roadmap for scaling such partnerships across the region.

MCRIT conducted an in-depth analysis of public-private partnerships (PPPs) in Latin America, focusing on recent experiences and key challenges in their implementation. We performed a detailed case study on PPPs in Peru, examining the evolution of the legal-administrative framework, the adaptation of public contracts, and the integration of PPPs across various sectors such as transport, water, energy, and telecommunications. We identified key factors affecting the development of PPPs in Peru, assessing the political, legal, and governance environment, the capacity of public sector staff, and the resilience of PPP agreements to political changes. Additionally, we analyzed financial aspects, including macroeconomic context, public investment capacity, and access to multilateral financing.

Based on our findings, we developed recommendations and proposals to enhance PPPs in Peru, drawing from successful practices in countries like Chile and Colombia.
