A strategic plan is a long term conceptual document which determines goals, priorities and ways of solving key issues of a city development for a period of 15–20 years. an strategic plan is dynamic and evolving, created using an assessment of the operating environment and community input at a specific point in time. MCRIT has developed a large number of strategic plans at local, regional and national level, mostly in Spain, and has produced guides and other teaching materials.
